August 24, 2015, Quezon City. In line with one of the process excellence objectives of the Performance Governance System-PNP P.A.T.R.O.L. Plan 2030 which is to improve public safety awareness through community oriented and human rights-based policing, the Philippine National Police, through the Human Rights Affairs Office (HRAO), in cooperation with the Hanns Seidel Foundation of Germany (HSF), holds today, the Opening Ceremony of  the 2nd Leg of Human Rights Officers Cluster Training of Trainers (TOT) for 32 Police Human Rights Officers of Police Regional Offices 4A, 4B, and 5 at Eurotel North EDSA, Bulacan St., Quezon City. 


“The August 24-26, 2015 Training of Trainers is premised on the need to continuously provide training opportunities to our core training pool of human rights-based policing experts, help ensure individual growth, and on a collective note, the teams’ over-all/unit-level capability enhancement to ensure that human rights and IHL are respected and protected in our country”, PSSUPT DENNIS A. SIERVO, Acting Chief of the PNP Human Rights Affairs Office espoused in his welcome remarks. 

On the other hand, PDIR FRANCISCO A UYAMI, JR., The Acting Chief of Directorial Staff delivered the key note speech to usher-in the three-day event. 

“What we need to focus on is how to rekindle our sense of kinship, empathy towards others, or the ability to see others as we see ourselves.  We need to be empathetic to the needs of others, most especially, those whom we have sworn to serve and protect”, PDIR UYAMI explained. 

The Training of Trainers aims to enhance the knowledge of the Police Regional Human Rights Officers (HRO) for them to have a deeper understanding on the practical applications of Human Rights and International Humanitarian Law. 

Up for discussion at the TOT are  the inclusion of Human Rights-based Policing Principles (HRBP) in practical case-based training, the indispensible role of HRO Trainers in conducting further trainings for other Human Rights Officers and other police officers, Communication and Networking Skills Improvement as well as pilot-testing and administration of HRBP activities under the PNP and HSF Partnership for 2015. The training will be capped with the presentation of Training Activities to be conducted by the said participants in their respective areas of jurisdiction. 

Meanwhile, the HSF, a German non-stock, non-profit and Non-Governmental Organization (NGO), has worked successfully with the PNP since 2008 for the implementation of the PNP Human Rights Development Program and provided technical and funding assistance in the conduct of human rights trainings and seminars. It has also arranged information exchange and study visits for PNP delegations to Germany to meet their counterparts.
